
Before pricing
- Read the full terms and specifications booklet and note the dates: last day for clarifications, submission deadline and opening date.
- Check any pre-qualification and classification requirements.
- Submit clarifications through the platform within the stated period; track addenda and incorporate them in the bid.
Technical offer
- Method statement and preliminary programme.
- Organisation chart and CVs of the required key staff.
- Similar previous experience, with evidence.
- Quality and safety plans where the booklet requires them.
Financial offer
- Complete the bill of quantities in the required format without changing items or quantities.
- Reconcile the total between the bill of quantities and the offer letter.
- Treat VAT exactly as the booklet requires.
- Keep technical and financial offers separate where the booklet says so.
Bid bond
The bid is submitted with an initial guarantee of 1% to 2% of the bid value under Article 41 of the Government Tenders and Procurement Law; the booklet sets the required percentage. Check the beneficiary name, the amount and the guarantee’s validity against the bid validity period.
Statutory documents
The documents the booklet requires: typically commercial registration and Zakat & tax, social insurance and chamber of commerce certificates, all valid on the submission date.
After award
The successful bidder must provide a final guarantee of 5% of the contract value within fifteen working days of being notified of the award decision, under the Law, so arrange banking facilities early.
